Norway is expensive, and nobody who lives here pretends otherwise. A half-litre of beer at an Oslo bar costs about 112 NOK. The same beer from a shop costs 33. The gap between those two numbers is most of what you need to know about travelling here on a budget: the price depends less on the country than on how you spend in it.

These are real prices with their sources, not guesses. Restaurant and transport prices are for Oslo.

The hotel average comes from a sample of about 70,000 rooms, most of them in the big cities and around airports. Expect other prices outside the cities, and the highest rates in summer: August 2025 set the record, at 1,579 NOK before VAT.

Two days, priced out

Built from the numbers above, per person, two people sharing:

  • A city day: half a double room at the national average (about 845 NOK), lunch at an inexpensive restaurant (200 NOK), half of a three-course dinner for two (600 NOK) and two transit tickets (92 NOK). About 1,740 NOK, before any museum, tour or drink.
  • A mountain day: a staffed DNT cabin with dinner and breakfast, about 1,300 NOK as a member. Add lunch from the shop in the valley and the day is complete.

Region by region

  • Oslo, Bergen and Trondheim: the prices in the table. Accommodation is the big line; food is where you control the total.
  • Fjord Norway: transport is the hidden cost. Ferries, tolls and packaged trips such as Norway in a Nutshell add up across a road trip. Read the ferry guide before you plan the route.
  • Lofoten: the Vestfjord crossing is the first bill, and summer rorbu prices follow the crowds. Vågan, the municipality around Svolvær, has applied to charge a visitor tax from 2027.
  • Tromsø and the Arctic: guided aurora and whale trips are the big costs, so budget for them before you budget for dinners. Tromsø has also applied to charge the visitor tax from 2027.
  • The mountains: the cheapest region if you use the DNT cabin network. Members pay less at every cabin.

The visitor tax

Norway's visitor contribution law (besøksbidrag) took effect on 1 July 2026. It lets municipalities with heavy tourist traffic charge 3% of the accommodation price before VAT. Tromsø, Vågan, Lyngen, Karlsøy and Stranda have applied, with collection starting in 2027 at the earliest. Tent campers are exempt.

How locals keep the bill down

  • Shop for drinks and breakfast. The bar-to-shop gap on beer is more than three to one.
  • Drink tap water. It is safe to drink, and restaurants serve it on request.
  • Join DNT if you plan several nights in mountain cabins. Membership costs 885 NOK a year and cuts the price of every night.
  • Get an AutoPASS ferry agreement for a road trip with many crossings. It halves the fare on participating ferries.
  • Camp under the right to roam (allemannsretten). It is free in the outfield, within the rules in our Allemannsretten guide.
  • Do not tip by reflex. Service is included in Norwegian prices. Rounding up for good service is welcome, never expected.

And eat at the market, not the hotel restaurant. At the fish market in Bergen or the Mathallen food hall in Oslo, you eat what locals buy, from the people who sell it, with the smell of smoked fish and fresh bread around you.
